2026 City / Utilities Budget
The Common Council will review and hold a public hearing for the 2026 City and Utility Budget at the November 11, 2025, Common Council meeting. The general property tax levy will be $5,945,556 with a total general fund budget of $9,279,946. The city-assessed tax rate increases from $6.06 to $6.12, marking a 1.00% increase. The assessment ratio for Plymouth will decrease from 81% in 2025 to 75% in 2026. Common Council members, staff, and residents continue to seek strategies to increase efficiency and cost-effectiveness while maintaining exemplary service levels in the City. Our employees are proud of their work, and we hope you are as well as we transition from 2025 to 2026. We are confident that the 2026 Budget places the City in a strong financial position to balance resident needs and proactively address issues affecting Plymouth. Road Closures:

Stafford St
Stafford St. will be closed to north and south bound traffic from E Mill St. to the North Entrance of the Parking Lot by Stayer Park for construction at the Henry Christopher Hotel Project. The sidewalk on the east side is open. This is an extended closure until November 2026.

E Mill St.
November 4 from approximately 9 AM - 2 PM there will be a detour for the intersection closure at E. Mill St. and Stafford St. Just the intersection will be closed for ongoing construction at the Henry Christopher Hotel project.

Park Restrooms
Park Restrooms are closed for the season. The public bathroom by Stayer Park remains open all year.


Plymouth Community Television
Did you know Plymouth has a television station? Plymouth Community Television (PCTV) has been broadcasting community events, since the mid-1980's. PCTV is primarily funded by a portion of a franchise fee paid to the city of Plymouth by the provider of cable television, currently Spectrum Cable Television.

Spectrum subscribers with a non-Xumo set top box can view quality community programming on channels 14 & 20. All TV 14 produced content shown on those local channels are uploaded to the "Plymouth Community Television - WI" YouTube channel. In fact, YouTube will provide viewers the best quality for TV 14 content.

Plymouth city council meetings and Plymouth School District board meetings are also uploaded to the YouTube channel along with other community events. Selected home and away Plymouth High School varsity sports are live-streamed on the YouTube channel. Finally, check out the YouTube channel for the "From the Archives" series that features interviews with Plymouth residents from the 90's and early 2000's and other historic events.


Fire Department Updates:
Keep your Holidays Safe
The holidays bring family, friends, and festive meals - but they're also one the busiest times of year for home fires. Most holiday fires are caused by unattended cooking and improper outdoor fire use. A few extra precautions can make all the difference.

Holiday Cooking Safety Tips
  • Stay in the kitchen when frying, grilling, or broiling food.
  • Keep flammable items (towels, curtains, decorations) away from the stovetop.
  • Use a timer to remind yourself that the oven or stove is on.
  • Keep pot handles turned inward to avoid spills and burns.
  • Never use water on a grease fire - smother with a lid or use a fire extinguisher.
  • Ensure you have a working smoke alarm near the kitchen.

Outdoor Fire & Fireplace Safety
  • Only use approved fire pits or fireplaces on stable surfaces, away from buildings.
  • Clear debris and leaves at least 10 feet around your fire area.
  • Never leave fires unattended -- extinguish completely before going inside.
  • Keep a water source, sand bucket, or extinguisher nearby.
  • Avoid burning during windy conditions.
  • Obey all local burning ordinances and permit rules

Emergency Readiness
  • Keep a 3-foot "kid-free zone" around stoves, ovens, and outdoor fires.
  • Ensure your smoke and CO alarms are working.
  • Know how to call 911 quickly and give your address clearly.
  • Have a home escape plan and practice it with your family.

Holiday Gathering Christmas Parade
November 28, 2025

Have a festive start to the Christmas Season in Downtown Plymouth by attending the annual Plymouth Christmas Parade.

Kick off the Christmas Season in Downtown Plymouth by attendingthe annual Plymouth Christmas Parade! Parade starts at 7:00pm sharp. Come out and see why thousands of people make their way to downtown Plymouth for this parade!
After the parade, head to the intersection of E Mill, Eastern Avenue and North Street for the Tree Lighting Ceremony.
***Head downtown early and partake in the Chili Cook-Off! Downtown Businesses go head-to-head, competing for the coveted "Chili Cook-off Winner" Plaque. From 5-7pm (prior to the parade), go to each participating business and try a sample of their chili. At the end, vote for your favorite! Friday, November 28, 2025

Widow to Widow

What:    Course follows Wisconsin Department of Justice program for civilians desiring to obtain a concealed carry license. Topic include:
1.   Firearm safety in your home and in public.
2.  Considerations regarding the carry of a concealed firearm including show and tell of concealment gear and techniques.
3.  legal use of firearms, including use of deadly force.
4. Wisconsin Department of Justice process for obtaining, maintaining, and renewing a concealed carry license.


A Night Without Shelter
What does it feel like to sleep outside with no safe place to call home?
November 7-8, 2025
6:00 pm to 7:00 am the next day

Join the Sheboygan County Housing Coalition on November 7th at 6 PM for an educational experience like no other. The Night Without Shelter is an event that aims to raise awareness and educate those within our community about homelessness. This year, we’ll address common myths and misconceptions regarding homelessness and some of the underlying causes. Participants will have an opportunity to learn more about organizations that serve folks experiencing homelessness, hear from individuals with lived experience, and process the experience with other participants. Finally, you'll have the opportunity to spend a night without shelter, in your car, in a tent, or simply under the stars. This a great opportunity to step into the shoes of our unhoused neighbors and learn more about what we can each do to make the world a little kinder to one another. We will also be seeking donations for winter gear and cash donations, if you feel so inclined.   • “Family of Origin” refers to the family that you grew up in, the people who lived with you during part of your childhood. These people strongly influence who we become.
    People who grew up in relatively healthy families make adjustments in a relationship. But if your family of origin had problems, then making adjustments becomes complicated. This event will help you to recognize patterns modeled during your youth. Once you become aware of the patterns of your family of origin, you can change them.
